From the Architects:
An art museum is a municipal building or space for the expression and exhibition of art. The foundation of the idea is to create an architecture that becomes an art piece itself. To create spaces that is unique and flexible, a seamless fluidity and formless space are designed to promote movement and interaction.
Proud to present Cybertecture perspective, the design is a recent conceptual submission in an International Competition with over 500 global entries, and achieved an honourable mention just following 3 finalists. Core to the concept is the representation of the three natural states of matter, which is truly reflected by the distinct forms that different phases of matter take on. 
Solid is the state in which matter maintains a fixed volume and shape; liquid is the state in which matter maintains a fixed volume but adapts to the shape of its container; and gas is the state in which matter expands to occupy whatever volume is available.
